Count everything. The goat is lying to you.
This chapter is a dungeon. Three floors of warehouse, court, and vault are stacked underneath the courthouse, and the empire's flag is locked at the very bottom of it.
The Goal: Pick a critter. Pick a pet. Fight your way down all three floors, past the Foreman, the Bailiff, and the thing guarding the flag. Loot what you find, buy what Andrew is selling, take the flag, and climb back out before the building sits down. THE STANDARD announces everything. The goat lies throughout.

Raised.
The flag went up like weather. The record is complete, the evidence is a bear's lunch, the only eyewitness is a fish, and the building sat down the only way it ever could: behind you. Everyone in the empire agrees it is the best possible outcome. The goat agrees twice, differently.
The verdict is a shirt you can wear.

Chapter Four is being dug. The fish has not responded. The fish will not respond.
On the night in question, brownies were baked. On the same night, in the same empire, the brownies were eaten. Everybody ate the brownies. It is in the bear's name. It is most of the bear's name.
A trial was called, because that is what courts are for. The defendant lied in real time. The raccoon testified in two directions at once. The Minister of Snacks ate the evidence, as is his ministry. The only eyewitness saw everything and is a fish. One witness declined to testify on the grounds that he will outlive the case, and the court found this reasonable.
The empire does not exist. The goat invented it to sell shirts. The dungeon beneath it is therefore total, eternal, and exactly as deep as the story required. The full record is in the comic and on the map.
Down is a direction. By "down," management means the flag. The raven counted the floors. The raven always counts.
